Youth minister Ronald Kibuule was quoted to have said rape victims who wear revealing clothes have only themselves to blame and actually deserve their fate. He added that since by their revealing dress such women invite the crime, no criminal charges should be brought against the rapists. If the young minister merely wanted to utter a headline grabber to get into the news, that is understandable. But if he wanted to project himself as a national leader, capable of significant pronouncements, he failed miserably.
In Uganda only a small percentage of rape cases are reported. Even a smaller percentage go to trial and of these, only a negligible number lead to conviction.
